A. INTRODUCTION
In 1989 with the South Central-Watts, Los Angeles, CA. located
John Hope Continuation High School
Principal Glenda Whitmyer's guidance and endorsement,
BRCA, Inc. founded the award winning
and
international media covered
John Hope Continuation High School-Van
Meter Community Garden.
From 1992 through 1995 this community gardening effort was funded
by the US
Department of
Agriculture/Forest Service Grant # 92-LA-5
for $250,000.
In 1995 BRCA, Inc.'s state and
federally funded sister organization the $6 million grant funded
NGO
Youth Opportunities Unlimited (YOU),
Inc. under the Direction
of Leon Watson took over the day to
day management of the John Hope
Continuation High School-Van Meter Community Garden. Denied
further funding from fedral and private sources
BRCA, Inc.
relocated its headquarters to Indianapolis,
IN. and continued to search for further
sustainable agro-forestry demonstration development
funding.
However, devastatingly to our plans from 1996 to 2007 BRCA,
Inc. and its collaborative including
YOU, Inc. were unable to secure
the funding necessary for the next stage of the Hope
CA. Project.
This was because of the
reactionary status quo forces in America which
have continued since their loss
in the Civil War in
1865 to pursue the retardation of poverty abatement efforts involving Afro-Americans
as grossly exhibited in the bizarre
2005 Hurricane Katrina Relief effort.
Specifically, socio-political
economic factors associated with America's "Drug War"
have been used
to harrass the staff and activities of the BRCA,
Inc. as fully detailed on
www.hopelausa.org/Page22.html
and socio-political economically analyzed on www.hopelausa.org/
Page24.html.
This has blocked our further demonstrating the promising collaborative
Prototype Sustainable Agro-
Forestry (SAF) Garden Demonstration initiatives based
at the John Hope Continuation High School-
Van Meter Community Garden in
gang war tainted South Central-Watts, Los Angeles, CA.
Consequently, we at BRCA, Inc. have
been preparing patiently since 1998 to be able to "Bust
a Move
to California" and return to Southern CA. annually
during the winter months "escaping the snow and
ice of our BRCA, Inc. headquarters
location in Indianapolis, Indiana.
In 2004 BRCA, Inc. assembled and
initiated 5
interrelated Projects in the four states of Arizona,
California, Indiana and New Mexico as part of its "Hope
of Annu Sustainable Agro-Forestry Poverty
Abatement and Terrorism Prevention Partnership and Demonstration
(HASAFPATPPD)"
collaboration. The Hope California
SAF Project , Inc.
is one of those 5 interrelated projects.
In February, 2007 the YOU, Inc.
including its Charter High School closed its doors due to loss
of
American federal, state and private funding.
Fortunately, the next month the 27 nations of the
European Union (EU)/Special Programmes Body
(SPB) issued a March
14, 2007 notification that it was awarding George W. Singleton
and BRCA, Inc.
his poverty reduction RD
& D non-profit organization a
2007 EU Humanitarian Grant (EUHG) gift to
pay the fee and award totalling 1,923,738 Euros
[over $3.6 million dollar USD] to demonstrate its
SAF
Garden Model based sustainable economic
development paradigm of chronic poverty abatement.
The resulting "Operation
Blackberry Patch (OBP)" International Sustainable Economic
Development
Demonstration (ISEDD) will be seed funded by the 2007 EUHG which
will inturn finally fund the Hope
CA. Project after 13 years of financial
development struggle.
B. THE PROBLEM

1.) Lack of Youth Services and Greening Spaces
(Parks)
FIGURE
15.1 above is LA Times 4/10/1993 article on the famous Rebuild
LA, Inc. commissioned
Yankolovich Partners, Inc. survey of the residents of the
1992 Los Angeles CA. Riot affected communities
identified youth services and greening spaces (parks)
as the most needed services and facilities just as the
1965 Watts LA Riot Commission had identified. This need still
remains unmet after 40 years.
Specifically,
there is 2 square feet of greening space
for every resident of South Central-Watts, Los Angeles,
CA. and it secondarily contributes to the continued inner
city violence of South Central Watts, Los Angeles,
CA. ranking first in America.
This
highlights the importance of the John
Hope Continuation High School-Van Meter Community Garden.
The BRCA/Hope
CA. SAF Project, Inc., its sister organization
Christ Unity Center, Inc. and other
"Operation
Blackberry Path (OBP)" collaborative members address
this need at a necessarily expanded, self funded
and grassroots level.
2.) Lack
of Sustainable Economic Development and Security
Since
1995 BRCA, Inc., the YOU, Inc.
and the Christ Unity Center,
Inc. singularly and together have been
unable to find adequate conventional government and foundation
funding for the poverty reduction required
sustainable economic development
in South Central-Watts, Los Angeles, CA. This necessarily has
stalled the
Hope CA. Project's our promising collaborative next stae of the
the Prototype SAF Garden Demonstration
for over 10 years.
See
the United Nations "Johannesburg Sustainable Economic
Development 2002 Summit (JSED 2002
Summit)"
declared inalienable human rights policy statement of sustainable
economic development and
security.
In
2001 YOU, Inc. Director Leon
Watson first suggested that we seriously explore using innovative
Venture
Capital
financing to go forward in our funding the stalled collaborative
Prototype SAF Garden
Demonstration based at the John
Hope Continuation High School-Van Meter Community Garden
in South
Central-Watts, Los Angeles, CA.
This
lead to the 2004 issuance of BRCA, Inc.
Bonds presented on www.hopelausa.org/Page13.html. However,
bond sales have not been strong enough to activate the next stage
of the Hope CA. Project. It is expected that
the 2007 EUHG reception will lead to significant BRCA, Inc.
Bond sales in 2009.
3.) Rampant Unemployment and Crime
and Sub-Clinical Malnutrition
4.) Vandalism
The John
Hope Continuation High School-Van Meter Community Garden
with its stalled collaborative Prototype
SAF Garden Demonstration is located
in the most dangerous and poverty stricken section of South Central-Watts,
Los Angeles, CA. It occupies 2 acres
of a long abandoned Future Farmers of America training
center.
Specifically the John
Hope Continuation High School-Van Meter Community Garden
lies within 1 block of the territorial
line between the black Blood and Crip Gangs and the community
is the home of numerous Hispanic
Gangs along San Pedro Boulevard. Random
vandalism of plants, the greenhouse and other garden features
has
been extremely severe and unrelenting.
5.) Renovation and Update to Prototype
SAF Garden Standard
The Prototype SAF
Garden Demonstration's core of the 12
element Sustainable Agro-Forest (SAF) Model
developed over the last 10 years has
yet to be completely installed at the John
Hope Continuation High School-
Van
Meter Community Garden. It is in need of renovation
last serviced by BRCA, Inc. in 1997.
6.) Lack of Organic Material in Southern
California and Failure to Capitalize on the "Organic Food
Industry"
and Landscape Plant Nursery Industry
The 5
key elements of the 12 element SAF
Model utilized by the Prototype SAF Garden
Demonstration is based
on the in situ production of
humus
topsoil which requires large amounts of "organic
plant matter." Southern
California being largely an acid
pH sandy soiled desert can not provide the vital raw material
of basic pH
deciduous tree leaves. Purchase
of commercial peat moss, compost, planting soil and other mulch
material are
pH acidic and not appropriate for pH
sandy soils, prohibitively expensive and/or ineffective washing
away from
erosion and through the water table
within 2 years.
Thus South Central-Watts residents
of Los Angeles, CA. have not been able to take part in the "Organic Food
Industry" the fastest expanding
industry in America and the world at a 20% annual expansion rate
[driven by
the connection of the use of agribusiness
chemicals and cancer amongst consumers and production workers]
or
in the lucrative Landscape
Plant Nursery Industry in Southern California as workers
or business owners.
C. THE SOLUTION

In June, 2004 with $30,000 in equity loan funds from its
6135 Riverview Drive, Indianapolis, IN. headquarters property
BRCA, Inc. established a
model landscape architecture and home building apprenticeship
training initiative the Dream
Decks and Construction_Indiana Subsidiary especially designed
to:
1.) generate significant Project
Income to supply the additional seed capital needed to demonstrate
the 12 element SAF Garden Model
wherever choosen; and
2.) provide scarce training opportunities
and resources targeting especially Afro-American and Hispanic
American trainees in the lucrative home building and renovation
industry and in "certified organic agriculture."
"Certified organic" agriculture
and horticulture is the fastest growing industrial sector
in America
and the world. It has expanded the past 10 years at a 20% annual
rate compared to a 1% growth
rate for Agriculture in general, driven by the connection
of agro-business chemicals with the cancer pandemic.
In 2008 it is proposed that BRCA //"Operation Black Patch (OBP)",
Inc. including the Christ
Unity Center, Inc. as lead agency enroll
the Major of Los Angeles, CA., the LA Unified School District
and LA County (CA.) Water Conservancy to support the "OBP" ISEDD taking over
management of theJohn Hope Continuation
High School-Van Meter Community Garden.
Specifically, starting during the Indiana
winter and early spring from January 15 through April 15, 2009
that BRCA //"Operation Black Patch
(OBP)", Inc. goes ahead as previously planned for
years and bring its landscape architecture apprenticeship
training Age of Stone Sculpture Center,
Inc. and home building apprenticeship training
Rehab Resource, Inc. to Southern
California because the resulting building and landscape architecture
construction contracts would naturally generate the required
capitalization for
the sustainable implementation of the "OBP"
ISEDD in South Central-Watts, CA.
The proposed 90 Day CA. Sustainable
Agro-Forestry (SAF) Initiative 2009 would have
the following objectives:
1.) establish a BRCA/Age of Stone Sculpture
Center, Inc. - California Subsidiary
operating in LA
County, CA. and surrounding counties
generating significant Project Income to seed
capital our SAF Garden
Demonstrations and providing trained, in-house staff to install
and
operate SAF Gardens as part
of our collaborative Prototype SAF Garden
Demonstration
based at the John Hope Continuation High School -Van Meter
Community Garden and
elsewhere mutually agreed upon.
a.) The BRCA/Age of Stone Sculpture
Center, Inc. - Indiana Subsidiary would supply the
initial core landscape architecture
and home building apprenticeship training program
administration and management systems
and the initial training personnel for 90 days
including in addition to the BRCA,
Inc. Executive Director George W. Singleton:

services of the Age of Stone Scultpture administrative, management
and training team recruited of course
from the Los Angeles, CA. area.
By the end of 90 days there will be set in place an on-going
Rehab Resource (RR), Inc. - California
Subsidiary based on the tried and true model of
the Indianapolis, IN. founded RR,
Inc. developed by Director
Kamau Jywanza, BS., MS. in Indianapolis, IN. with
his administrative, management training systems with a staff
team recruited of course from the Los Angeles, CA. area.
South Central-Watts, Los Angeles, CA. based BRCA, Inc. member
Ivan Washington (deceased BRCA,
Inc.
co-founder Barbara Washington's son) would serve as the BRCA/Age of Stone Sculpture Center, Inc.
- California Subsidiary Project
Director.
d.)
BRCA, Inc. will utilize all Net Project Income following
the 85%/15% IRS Non-Profit
Organization
Project Income Allocation Regulations which would make it federally
and
state
tax exempt and so stipulate it be mutually accounted into "SAF
Development Funds"
to
benefit the John Hope Continuation High
School -Van Meter Community Garden and
other
mutually agreed upon SAF Garden Demonstration Sites including
other sustainable
economic
development activities; and
e.) BRCA, Inc. is now as of April 15, 2004 a CA. Certified
Foreign Non-Profit Corporation
in order to implement this long planned
for 90 Day CA. Sustainable Agro-Forestry (SAF)
Initiative 2008 Proposal
with YOU, Inc.
2.) build a 9 foot high "vandal
proof" wrought iron security fence around the John
Hope
Continuation High School-Van
Meter Community Garden originally proposed in 1993
by
BRCA, Inc., long promised but
never funded and install if feasible a cost effective camera
surveillance system and a police response security
system to further control vandalism;
a.) install and renovate where appropriate so that all 12
elements of our Prototype SAF
Garden Model can be finally
completed and become operational without vandalism
after 16 years (1989 to 2005) __ including
the shipment of 4,000 pounds of ground
deciduous leaf soil amendment valued
at $12,000; and
b.) study the feasibility of replacing the heavily vandalized
and now dismantled
conventional greenhouse with a
freestanding solar greenhouse.
3.) explore the feasibility of restarting the pursuit of
the May,
1 1998 Hope Morongo Indian
Nation
Sustainable Agri-Forestry (SAF) Park Proposal "
approved subject to self funding"
by the Morongo Indian Nation
Economic Development Commission.
a.) targeting the possible
collaborative BRCA, Inc. and YOU, Inc. development
of a "10
acre
Morongo Indian Nation Prototype SAF Garden Proposal"
to be delivered in the
Summer
2008 and capable of initiation within 12 months in 2009; and
b.) using essentially private self-funding
derived from the Project Income generated by
simply
expanding the BRCA/Dream Decks and Construction, Inc. _ CA.
Subsidiary
Training
Teams from the 2008 initial 8 Teams in appropriate increments
with the
proper
BRCA, Inc. led marketing and YOU, Inc. recruitment,
screening and case load
managing
up to another 8 Teams in 2009.
4.) request from the City of LA/Street Tree Planting Program
the" test results" from its
required 10 year old "Street Tree
Test" of the Paulownia "Super Tree" subjects provided
by BRCA, Inc. in 1993 and have the
Paulownia tree certified as qualified and placed on the
City of LA/Street Tree Planting Program
List;
a). replant Paulownia trees
where possible in the John Hope Continuation
High School -
Van
Meter Community Garden that failed to survive the
1993 planting;
b.) explore the feasibility
of Paulownia tree wood arts and crafts development initiative
using
local art and craftspersons from quality Paulownia logs donated
by network
Paulownia
forester Jim Dumesnil; and
c.) explore the feasibility
of developing a Paulownia Nursery at the
John Hope
Continuation
High School - Van Meter Community Garden to supply
the projected
SAF Garden Demonstrations and the City
of LA/Street Tree Planting Program; and
5.) conduct a 15 day ideally on Saturdays SAF 'Certified
Operators' Training Retreat instructed
by me for the YOU, Inc. designated
staff and recruited, screened and case load managed 8
Team Leader and 16 Team Member
trainees.

AND TERRORISM PREVENTION PARTNERSHIP

The success of this 90 Day CA. Sustainable
Agro-Forestry (SAF) Initiative 2009
proposal and its
successful implementation depends upon whether BRCA,
Inc. is able to establish in 2008 monthly
truck trips between Indianapolis, Indiana and the Navajo/Dine' Indian Nation bringing
a shipment
of its basic pH deciduous tree leaf
mold soil amendment product produced by the Hope
Indiana SAF Project. This truck trip would continue
to Los Angeles, California and back load "certified
organic" produce and Paulownia
tree logs to Indianapolis, IN.
